bulk purchaser-consumer "bulk purchaser-consumer" means a person who purchases or otherwise obtains fuel in bulk and:- (a) dispenses it into the fuel tanks of motor vehicles owned or operated by the person; or (b) stores and uses the fuel at an industrial plant owned or operated by the person;
